In 1960 Tony (Anthony) Hughes was born. As a newborn, he permanently lost his hearing due to the side effects of the medications he was given as a child.
Hughes, an aspiring model, moved to Madison to attend college and pursue a modeling career in the fashion industry. According to the Netflix film, he struggled to find employment due to his disability and eventually found work at a clothing store, where he used sign language to communicate with his management.
Hughes frequented gay bars and self-identified as gay.

Anthony Hughes and killer Jeffrey Dahmer first met in May 1991 at a gay bar in Milwaukee. Dahmer has a long history of seducing his victims with promises of sex and sexual favors. Hughes, who was 31 at the time, reportedly gave Dahmer permission to go home with him.
It is believed that Dahmer wrote down his request for a nudist photo session. Dahmer poisoned him once inside before strangling him to death. Dahmer’s skull is said to have been left behind after his body was dissolved in acid.

Tony reportedly engaged clients by writing on a notepad at the gay pub where the two first met. He had used the same method of communication to speak to his last killer, Jeffrey Dahmer.
While it’s not entirely clear how much of the episode is based on actual events and how much was imagined, the show details how the two were first attracted to each other and even shows Jeffrey attending some of Hughes’ photo sessions.

Even on the show, little is known about Tony’s assassination at the hands of Jeffrey Dahmer.
Hughes, 31, disappeared on May 31, 1991, but according to FBI documents, he had not been seen since May 24, when friends last saw him at the “219 Club.” His remains, including his skull and vertebrae, were found in Dahmer’s apartment two months later, in July 1991, along with the remains of numerous other victims.
The first way to find Tony was through his dental records. And his mother found out about his death in the first days of July.
“When it first happened, I felt like I was going out of my mind,” his mother, Shirley Hughes, told The Associated Press in 1992. I just wanted to know if he’s alive or not.”
He was Jeffrey’s 12th victim.
According to History, Jeffrey later admitted to killing Tony and was sentenced to 15 consecutive life sentences in 1992. For killing Tony and 14 other people. Between 1978 and 1991 Jeffrey killed a total of 17 men and youths.
Two years after his conviction, Jeffrey was murdered by another inmate.
